The Current Situation and Breakthrough Points of the Supporting System Construction of the Public Library Law of the Peoples Republic of China:From the Perspective of Local Legislation Demand

Abstract

The local legislation for library provides an important reference for the national legislation and the national legislation for library also provides new guidance for the local legislation. The implementation of the library law requires a series of supporting systems. Under the guidance of the national law the new local legislation should be based on local reality further refine legislative guarantees fully absorb the essence of various supporting systems and promote the sustainable development of local librarianship. Since the implementation of the Public Library Law of the Peoples Republic of China in January 1 2018 important progress has been made in the construction of library supporting system in China. Firstly the Ministry of Culture and Tourism of the Peoples Republic of China issued the Regulations on Collection Information Disposal in Public Libraries which provides the guidelines and methods for the disposal of library collection and also provides the policy for the scientific and professional construction of the library collection to make up for the previous gap. Secondly many local revised or newly issued local laws and regulations have gathered a lot of local practical experience and measures further consolidated the leading responsibility in the library development of local government refined the requirements of the national law improved the professional governance ability of libraries promoted the development of nationwide reading ensured the basic cultural rights and interests of readers and deepened the central-branch library service system. Innovative breakthroughs have been made in many micro details. Thirdly national standards industrial standards and local standards have been promulgated supporting the Public Library Law of the Peoples Republic of China to expand into the fields of business management service standards and technical applications. In particular local standards are numerous and diverse in content reflecting the vigorous development of librarianship across the country. The construction of these supporting systems has provided abundant content and materials for new local legislation. In addition the relevant laws focus on library construction and stipulate relevant matters which further highlight the functions of libraries such as social education science popularization fair service cultural protection & promotion and government information disclosure and also provide guidance for new local legislation. With the advent of the new era the main social contradiction has been transformed into the contradiction between the peoples growing needs for a better life and unbalanced and inadequate development. The process of promoting local legislation for library in the new era is essentially the process of comprehensively planning the high-quality development of local librarianship. Therefore the new local legislation should actively respond to the requirements of diversification personalization and high-quality of library services achieve high-quality and balanced development on the basis of equality and make innovative breakthroughs in many fields such as new landmarks new spaces new services new scenes and new communications so as to lay a solid institutional guarantee for the high-quality development of world-class librarianship with Chinese characteristics. 1 tab. 27 refs.
