Study on the Indicator System of Eco-regional Development Planning for Shanghai Chongming Island

Abstract

Regional development planning is an inevitable outcome under the specified economic structure which can lead the regional economy and society to a sustainable and stable development. Regional development based on an eco-region model relies on the favorable and optimal operation of the regional ecosystem as a whole and aims to construct a regional model with its core competitiveness. The case of Chongming Eco-island indicates that the regional development model based on eco-civilization embodies five focuses of harmonious society, economic development, favorable environment, healthy ecology, and scientific management; 15 evaluation criteria; and 24 core indicators. This indicator system has much theoretical and practical significance for our eco-regional construction. As an underdeveloped region in Shanghai, Chongming Eco-island urgently needs to protect its typical resources, give priority to the development of environment-friendly clean energy and bio-engineering techniques, make best use of the land resources, develop ecotourism and a circular economy, and reconstruct the ecological community culture and life. The case of Chongming Eco-island can shed light on other underdeveloped areas by bringing fresh air to the discussion of the reorganization of the urban–rural dualistic structure and the improvement of the urban–rural integration.
