Neoliberalism and Educational Reform in China in the 1990–2010s:Market Mechanism and Inequality in the Institutional Transformation

Abstract

Through the analysis of the education policy texts, five regional or school reform cases, and relevant statistical data from 1990 to 2010 in China, this paper presents and discusses five types of market-oriented education reform practices in the process of the institutional change from a planned economy to a market economy in China, reveals the positive role of the market-oriented mechanism in gathering educational resources and stimulating school autonomy, as well as the educational inequality arising from the excessive pursuit of educational efficiency, and advocates that the “limited market mechanism of education” should be adopted to balance the two different value pursuits of market and education—seeking for profits of market-oriented mechanism and aiming for the public welfare of education.
