N2 - The exploration and construction of the natural resource management system in the new era has put forward the demand for reasonable hierarchical classification of marine natural resources management. This paper intends to use digital management of marine natural resources to explore the construction of hierarchical classification system of digital management of marine natural resources under the background of big data. Based on systematic review of previous literatures, this paper analyzes the current research of marine natural resources classification system at home and abroad, and makes an in-depth analysis of the key problems and challenges faced by marine natural resources classification. Based on the construction of natural resource management system in the new era, and combined with the unique attributes of ocean, the concept of marine natural resources is re-determined, and suggestions have been put forward to establish a hierarchical classification system for digital management of marine natural resources: The spatial structure of marine natural resources data is divided into seabed matrix layer (with underground resource layer), marine overburden layer (with seabed overburden layer and seawater resource layer) and management layer. Marine natural resources are subdivided into marine material resources, marine energy resources, and marine spatial resources. Based on this, the digital management of marine natural resources information can better integrate into and support the unified management system of natural resources.
