Abstract
During the past three decades, the international community has witnessed China’s enormous economic boom which has led to increased integration into the global economy and dramatic changes in every aspect of livelihood (Ross and Lou, 2005). Political priorities were given to transferring the traditionally rigid and elite education system into a more responsive and equitable one to meet the challenge of global economic competition (OECD, 2011).
