Deblocking filter technology for video bit-rate reduction transcoding

Abstract

Video bit-rate reduction transcoding can provide transmission flexibility for pre-encoded programs according to new bandwidth constraints. In the past, many researches have been done on the issues of improving picture quality and reducing computation costs for the transcoder. Compared with earlier schemes, a novel heuristic transcoding method is introduced in this paper, which uses deblocking filter to recover original DCT coefficients before requantization. Performance of the intra and inter frames after transcoding can be enhanced simultaneously by this way. Combined with rate control algorithm, best results can be achieved. This technology is widely applicable to the image/video bit-rate reduction conversions which employ discrete cosine transformation and quantization.
