N2 - The assessment system for water conservation society is of vital significance to construct a water conservation society that is one of the most important strategies in the coordinate development of social economy and ecological environment. According to the idea of ecological water footprint available, the evaluation system is established for the assessment of water conservation society based on water quality and quantity. Twenty-six indexes have been suggested for the evaluation system that consists of the society and economy assessment subsystem, the eco-environment assessment subsystem, the water resource assessment subsystem and the water saving assessment subsystem. The fuzzy composite model is especially put forward to accomplish all the assessments. Taking Shanghai area as an example, the evaluation system is used to evaluate the local water conservation status in the year 2005 according to the relevant data issued by the government. The final evaluation score (only 64.89) indicates that the comprehensive level of water conservation in shanghai is still low. Specifically, the development of the eco-environment subsystem is uncoordinated with that of the water resource subsystem, which has reflected the problem of pollution-induced water shortage in shanghai. While, the water-saving system is moderately good, which manifests some water-saving measures have been made by the governments in recent years.
