Assessment of waterlogging hazard on roads in Shanghai based on scenario simulation

Abstract

The waterlogging is one of the most serious hazards in Shanghai. The method of scenario simulation was applied to assess the waterlogging hazard on roads in the central urban districts of Shanghai. Two scenarios were simulated by the rainstorm simulation model in Shanghai Flood Risk Information Center and a hazard assessment model was built to compare the disaster situation among different regions. The result reveals that Xuhui District faces the most dangerous situation and Hongkou District, Putuo District, Changning District and Zhabei District are also in high risk once waterlogging hazards happen, which is proved to almost accord with the fact in historical events. This method of waterlogging hazard assessment is applicable, which can provide not only necessary information but guidance for Shanghai Municipal Government to make proper policy.
