Abstract
[Purpose/Significance] This study provides a systematic analysis of the evolutionary trajectory and governance logic of China's existing cultural digitalization policies, aiming to inform both theoretical research and policy practice. [Design/Methodology] Based on the definitions of the concepts of cultural digitalization, this study applies the NMF(Non-negative Matrix Factorization)topic modeling approach to identify topics within 176 cultural digitalization policies issued by central and local governments in China between 2012 and 2024. The study further examines the topic evolution trajectories and regional distribution characteristics of China's cultural digitalization policies through similarity calculations. [Findings/Conclusion] The research reveals a "dual-wheel drive" evolutionary logic in China's cultural digitalization policies. In the sphere of public cultural undertakings, the policy evolution reflects a profound transformation of the national cultural governance paradigm, forming a trajectory from "resource construction" to "service integration" and finally to "intelligent governance." In the cultural industry sector, the policy evolution demonstrates a strategic upgrade of the national economic governance logic, progressing from a "factor-driven" approach to an "innovation-driven", and ultimately to an "ecosystem-driven" model. Spatially, the study identifies a clear gradient difference in the degree of attention to policy themes: while a consensus exists on foundational themes across regions, there is a significant divergence on cutting-edge market-oriented themes, with the East China region playing a prominent leading role. [Originality/Value] This study reveals the underlying evolution law of China's cultural digitalization policies and provides valuable insights for improving China's cultural digitization policy system.
