Abstract
[Purpose/Significance] The number of patents in China is huge, but the quality is uneven. High-quality patents are extremely important for technology tracking, technology introduction and patent asset management. Low-quality and inferior patents can hinder the evaluation of technological innovation. Focusing on high-quality patents and mining pa⁃ tent data can gain deeper and core intelligence value, but high-quality patent screening is like “needle in a haystack”. There is no feasible identification and screening method. It is extremely urgent to explore high-quality patent evaluation models and screening methods suitable for Chinese patents. [Method/Process] Based on the literature research method to comprehensively summarize the current patent quality and evaluation, it extended and defined the connotation of high-qual⁃ ity patents, innovate and expand the dimensions and indicators of patent quality evaluation, and build a hierarchical multi⁃ dimensional perspective patent quality evaluation index system. Established a high-quality patent identification method flow model based on the innovation index system. Finally, the practicality and feasibility of the method model were verified by taking the example about high-quality patent distribution in Shanghai, and corresponding suggestions were proposed for the innovation subject. [Result/Conclusion] The research results showed that the high-quality patent index model and recogni⁃ tion method proposed in this paper were scientific and operational. The index model and identification method could be used to screen and identify large-volume patents in a certain region or a certain field, and provide a valuable reference for the scientific and efficient use of patented technical information.
